SUMMARY:The Chief Community Services Officer (CCSO)) is a key member of the senior leadership team responsible for the strategic oversight, development, financial health and operational excellence of JFS Rochester’s Essential Services and Aging Departments. The CCSO ensures high-quality, trauma-informed, person-centered services that align with the agency’s mission of strengthening lives and promoting well-being across all communities. This position provides visionary and proactive leadership to programs, catalyzes innovation and growth in service delivery, and fosters collaboration across departments to ensure integrated, effective, and compassionate care. The CCSO will develop and cultivate strategic partnerships that strengthen service delivery to all populations served.
In addition to leadership of existing programs, CCSO will generate ideas for new service lines and is collaboratively responsible for leveraging available funding through governmental and philanthropic sources to launch robust and sustainable programming. On the near horizon, JFS Rochester expects to launch a new Permanent Supportive Housing program in 2028 with a goal of replicating the model through other projects in the future. The CCSO will be responsible for acclimating the agency to the needs of the homeless population and for all operational elements of program launch and implementation.
JFS Rochester has long embraced the Person-Centered Trauma Informed (PCTI) model of service delivery, and the CCSO will be responsible for creating policies and approaches which formalize this model across all client-facing operations as well as within our leadership and supervisory practices. The CCSO will model the principles of trauma informed leadership and will invest significant time in the development of these skills among program leaders.
In partnership with the CEO and Chief Impact Officer, this role will be closely attuned to the needs of the local Jewish population to ensure that JFS remains responsive to the evolving needs of this diverse community. The CCSO will develop partnerships with key leaders in the local Jewish communal sector to ensure that the agency is well-informed of and responsive to local need.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Administration
• Participate in the development, implementation, and evaluation of agency goals, objectives, policies, and procedures in collaboration with the CEO and leadership team.
• Oversee and coordinate all administrative aspects of assigned departments to ensure quality, compliance, and fiscal responsibility.
• Prepare and present reports on program performance, outcomes, utilization, and strategic initiatives.
• Monitor departmental budgets to ensure efficient and effective delivery of services within financial constraints.
• Maintain positive and collaborative relationships with funders, regulatory agencies, and community partners.
• Represent JFS at community meetings, coalitions as appropriate.
• Ensure compliance with all applicable federal, state, and local regulations, as well as agency policies and accreditation standards.
• Communicate regularly with the CEO to report progress, challenges, and opportunities for improvement.
• Foster and model open, transparent, and collaborative communication across departments and with external stakeholders.
Supervision and Leadership
• Provide direct supervision, coaching, and support to departmental Directors and Managers, ensuring that leadership at the program level is consistent, effective, and reflective of agency values.
• Conduct regular performance evaluations and ensure accountability for departmental goals and professional development.
• Provide client-level consultation and lead case conferences as needed to support staff development and ensure quality of care.
• Promote a trauma-informed, culturally responsive, and inclusive workplace environment through modeling, training, and coaching.
Program Planning, Development, and Monitoring
• Evaluate existing programs and services to ensure they meet community needs and reflect best practices in the fields of aging and basic needs.
• Remain current with regulatory changes, emerging trends, and funding opportunities that may impact program operations.
• Lead efforts to develop, expand, or enhance programs that align with JFS’s mission, vision, values and strategy.
• Ensure that all programs maintain up-to-date policies and procedures that reflect current standards and requirements.
• Oversee outcome measurement and quality improvement initiatives to assess service effectiveness and client satisfaction.
• Collaborate with the Development team to support grant proposals and identify new funding sources.
• Partner with the Development team in donor cultivation and stewardship opportunities.
• Visit program sites regularly to observe operations, engage staff, and ensure alignment with agency standards.
• Provide active support to staff to ensure smooth and efficient operations.

EDUCATION AND EXPERIENCE:
• Bachelor’s degree in Social Work, Psychology, Human Services, Public Administration, or a related field required.
• Minimum of ten (10) years of progressive leadership experience in program administration in a human services setting.
• Experience managing multidisciplinary teams and overseeing care management, housing, and basic needs programs required.
• Background in the needs of vulnerable older adults and the systems that support them strongly preferred.
• Significant knowledge of the local human services landscape required.
• Demonstrated understanding of the principles and application of trauma informed care and the skills of trauma informed supervision required.
SALARY & BENEFITS:
This full-time, salaried leadership role offers a competitive annual salary range of $75,000–$90,000. JFS provides a comprehensive and supportive benefits package, including:
