Western New York Energy, LLC (WNYE) is a privately held company in Medina, NY that began operations in 2007. With almost 1 billion gallons sold to date, WNYE was the first biofuels production facility to operate and is the longest running biofuels facility in the Northeast. WNYE is one of the most efficient facilities in the country and is currently the only operating biofuels facility in New York. WNYE has diversified its product offerings while maintaining our reputation as best in industry.WNYE started operations by producing fuel grade ethanol from feed corn. Fuel grade ethanol is the cleanest, most affordable source of octane in the world and reduces harmful tailpipe emissions in NY. In March 2022, the company expanded its Medina facility, allowing it to produce high purity alcohol grades in addition to existing fuel ethanol product offerings. To market these unique new product offerings, WNYE developed a trademarked brand and legal trade name of ClearSource.
ClearSource higher purity products include industrial and beverage grades of alcohol in both 190 and 200 proof. ClearSource is producing higher purity, plant-based grades of alcohol that will help customers achieve their sustainability and eco-friendly policies. ClearSource is the largest producer of beverage grade (Grain Neutral Spirits or GNS) alcohol made in New York sourced from New York grown corn.
Job Summary
The Company is seeking a highly motivated and experienced Health & Safety Manager to lead and manage all aspects of occupational health, safety, and compliance at our ethanol production facility in Medina, New York.
This critical role will be responsible for developing, implementing, and maintaining comprehensive safety programs to ensure a safe and healthy work environment for all employees, contractors, and visitors. The Health
& Safety Manager will be the primary point of contact for related regulatory agencies and will oversee the facility's Process Safety Management (PSM) program.
Duties and Responsibilities
Safety Program Development and Implementation:
• Develop, implement, and maintain comprehensive written safety programs, policies, and procedures in
compliance with all applicable federal, state, and local regulations (OSHA, EPA, DEC)
• Develop and deliver engaging safety training programs for employees at all levels, including new hire
orientation, job-specific training, and refresher courses
• Conduct regular safety audits and inspections of the facility to identify potential hazards and ensure
compliance with safety regulations and company policies
• Lead and participate in incident investigations, root cause analysis, and the development of corrective and
preventative actions
• Track and analyze safety performance metrics, identify trends, and develop strategies for continuous
improvement
• Manage the facility's personal protective equipment (PPE) program, ensuring proper selection, use, and
maintenance
• Oversee the development and execution of emergency preparedness and response plans, including fire
safety, spill response, and medical emergencies
• Foster a strong safety culture throughout the organization through proactive communication, employee
engagement, and leadership support
Process Safety Management (PSM):
• Lead and manage the facility's PSM program in accordance with OSHA 1910.119, ensuring all elements are
effectively implemented and maintained
• Oversee process hazard analyses (PHAs), including hazard identification, risk assessment, and the
development of recommendations
• Manage the mechanical integrity program, including inspections, testing, and maintenance of critical
equipment
• Ensure compliance with management of change (MOC) procedures for process modifications
• Coordinate pre-startup safety reviews (PSSRs) for new or modified processes
• Develop and maintain operating procedures, safe work practices, and emergency shutdown procedures
• Oversee the training and qualification of employees involved in PSM-covered processes
• Conduct regular PSM audits to ensure program effectiveness and compliance
Regulatory and Insurance Compliance and Reporting:
• Serve as the primary point of contact for regulatory and insurance inspections and inquiries
• Maintain accurate and up-to-date safety records and documentation
• Prepare and submit required regulatory reports in a timely and accurate manner
• Stay abreast of changes in safety regulations and communicate these changes to relevant personnel
Leadership and Collaboration:
• Provide leadership and guidance to employees on health and safety matters
• Collaborate effectively with operations, maintenance, engineering, and other departments to integrate
safety considerations into all aspects of facility operations
• Work closely with contractors to ensure their compliance with site safety rules and regulations
• Participate in safety committees and other employee involvement initiatives
Qualifications, Skills, and Requirements
Qualifications:
• Minimum 3 years of progressive health & safety management experience, preferably in manufacturing or
chemical processing
• Strong knowledge of OSHA, EPA, DEC regulations; proven experience managing PSM programs
• Skilled in safety audits, incident investigations, root cause analysis
• Excellent communication, training, and problem-solving abilities
• Proficiency in Microsoft Office Suite
Preferred Qualifications:
• Professional certifications (e.g., CSP, CIH, CHMM)
• Experience in ethanol production or a related chemical industry
• Experience with safety reporting in New York State
Physical Requirements:
• Ability to walk/stand for extended periods, climb stairs/ladders
• Must wear required PPE and work in varied indoor/outdoor conditions
• Ability to lift and carry up to 50 pounds
